Meeting links
A Zoom meeting is created on the mediator's own Zoom account, through their own connection. Scale never creates a meeting on an account it owns, and never on a mediator who hasn't connected Zoom.
There are two ways a link gets created. Both are deliberate acts.

Nothing creates a meeting link in the background. A case without a link stays without one until someone creates it, one of the two ways above.
What each path checks first
Creating a link from the case page won't make a second meeting if one already exists. You'll see "Zoom link already created!" instead.
Creating a link and emailing everyone won't happen until both sides have a billing address on file, or — where a coupon is on the case — both sides have paid. On the standard flow it also needs the service list and the caption page. If a link already exists, it won't send a second one.
What goes on the meeting

Where a case has a mediation agreement to sign, the link every recipient receives is a Scale join link rather than the raw Zoom URL. It records who is joining and whether they have signed, then forwards them to the meeting. The calendar attachment uses the same link so a click from the calendar behaves identically.
Changing the time
Changing the start time in the portal does not move the Zoom meeting on its own. The meeting has to be updated as well, or the invitation and the case will disagree.
